The landscapes of polar countries are neither young nor secondary. An external shape and internal composition of polar landscapes are created as a whole by permafrost (continuous, faltering with taliks and island). In some cases, under unfavorable conditions, its own destructive influences on landscapes are strengthened by endodynamic risks (first of all, by seismicity flashes from 1 to 2 points).

The analysis of meteorological data obtained daily for 67 years was made to select the criteria for evaluation of hardiness and wintering of winter crops. The highest repetition frequency of disadvantageous winters was observed in 1960-s. The increase of temperature and precipitation during the winter in the past thirty years has created advantageous conditions for cultivation of winter crops in Saratov Region. 

The article presents the agroclimatic characteristic of the winter season on daily meteorological weather data for 1941–2019 at the Saratov South-East (SE) station. The agroclimatic characteristic of the winter season at the stations of the Saratov region (Khvalynsk, Balashov, Ershov, Alexandrov Gai) is presented for the last 10 years. The point rating of the degree of favorable overwintering of winter crops was carried out at the Saratov SE station for 1962–2019.
